Most residents import under the personal quota (décret 23-358): the car must be less than 3 years old, petrol, hybrid or electric, 1,800 cc or less, and GCC specification, one car every 3 years. Algerians who have lived abroad 36+ months can instead use the CCR (Changement de Résidence) route, which allows a car less than 5 years old. Diesel passenger cars are banned from private import. The customs file is opened in Algeria once the car arrives at the port.

Algeria applies three taxes to imported cars: customs duty (DGD) at 15% for engines up to 1,800 cc or 30% for larger engines and electric vehicles, internal consumption tax (TIC) at 60% for 2,001 to 3,000 cc and 100% above 3,000 cc, and VAT (TVA) at 19%.
